Yesterday, it was made public that President Trump has approved a tariff of 30% on imported solar PV cells and modules. The tariff is in effect for four years, declining by 5% per year after the first year, with the first 2.5 gigawatts of imports each year being exempt from the tariff.
The announcement comes several days before the Jan. 26 deadline for the President to take any action on International Trade Commission (ITC) recommendations to impose tariffs. This is the culmination of a process initiated around May of last year, when solar manufacturers Suniva and SolarWorld filed a Section 201 petition with the ITC, claiming that imports of Crystalline Silicon Photovoltaic (CSPV) cells and modules were harming U.S. CSPV manufacturing. In Sept., the ITC determined that imported CSPV cells and modules caused, or threatened to cause, “serious injury” to U.S CSPV manufacturers and put forth recommendations for imposing tariffs on imported CSPV.
